Intercontinental Exchange, the operator of the New York Stock Exchange, and crypto exchange OKX are launching a joint venture aimed at connecting traditional financial markets with blockchain-based infrastructure, underscoring growing institutional interest in tokenized assets.
The 50-50 partnership, announced June 22, will focus on developing regulated infrastructure for tokenized securities and digitally native financial products. Subject to regulatory approval, the venture plans to operate as a U.S.-registered broker-dealer and futures commission merchant, creating a bridge between conventional capital markets and digital asset ecosystems.
Partnership Moves Beyond Crypto Trading
The joint venture represents the latest step in a broader collaboration that began in March, when ICE disclosed a minority investment in OKX and secured a board seat at the exchange.
That agreement initially centered on integrating crypto-market data with regulated financial products. The new venture significantly expands those ambitions, positioning both firms to develop infrastructure for tokenized securities, blockchain-based settlement systems and other regulated digital asset products.
The companies said the platform will focus on creating compliant market infrastructure capable of supporting the next generation of tokenized financial assets.
Access to Regulated Markets
A key objective of the venture is providing regulated access to both traditional and digital asset markets.
According to the companies, the platform is expected to connect OKX’s global customer base with ICE-operated futures markets while supporting the development of tokenized equity products linked to NYSE-listed securities.
The initiative arrives as financial institutions increasingly explore tokenization, which involves representing traditional assets such as stocks, bonds and funds on blockchain networks to improve efficiency, settlement speed and market accessibility.
Regulatory Framework at the Core
Unlike many earlier digital asset initiatives, the venture is being built around existing U.S. regulatory structures.
Operating as a broker-dealer and futures commission merchant would place the business within established financial oversight frameworks, potentially making tokenized products more accessible to institutional investors that require regulated market infrastructure.
Former New York Governor Andrew Cuomo will serve as co-chair of the venture alongside representatives from ICE and OKX. Cuomo has advised OKX on regulatory and strategic matters since 2023.
Tokenization Race Accelerates
The partnership reflects a broader shift across global finance as exchanges, asset managers and financial institutions position themselves for the growth of tokenized markets.
Supporters argue that blockchain-based assets can reduce settlement friction, lower operational costs and enable around-the-clock market access while maintaining regulatory safeguards.
For ICE, the venture offers exposure to rapidly expanding digital asset markets while leveraging its existing institutional infrastructure. For OKX, the partnership provides a pathway into regulated U.S. financial markets at a time when crypto firms are increasingly seeking closer integration with traditional finance.
Wall Street and Blockchain Converge
The announcement highlights how tokenization is increasingly moving from experimentation toward implementation among major financial institutions.
By combining ICE’s market infrastructure and regulatory expertise with OKX’s blockchain capabilities and global user base, the venture aims to create a framework where traditional securities and digital assets can coexist within a regulated environment.
As regulators and financial institutions continue to explore the future of tokenized markets, the ICE-OKX partnership could serve as an important test case for how traditional finance and blockchain technology ultimately converge.
